Matt Schuler - Managing Director

Matt brings a broad spectrum of experience to the organization, shaped by a career spanning manufacturing, business development, supply chain operations, and innovative consulting.

 

As Managing Director, he plays a central role in building and sustaining strategic relationships with heads of state, military organizations, congressional offices and delegations, and key industry partners. Matt serves as the primary liaison across these domains, working closely with policymakers and senior leaders to ensure effective coordination and flawless mission execution.

His work frequently takes him around the world, engaging with clients, government stakeholders, and international partners to drive successful outcomes and advance critical programs.

In addition to leading corporate strategy initiatives, Matt plays a key role in PCADS training and demonstration efforts, and is FAA-licensed for commercial drone operations. He is also directly involved in the Research, Development, Test & Evaluation (RDT&E) contributing to system design refinement, test planning, and operational integration across the broader PCADS-HALO program.

Brigadier General Harold "Cec" Reed, USAF (ret.) - Governmental Affairs Officer & Chief Flight Instructor

Cec is a globally recognized C-130 Subject Matter Expert (SME) with an exceptional 44-year career in the United States Air Force. Over the course of his distinguished service, he earned 27 decorations and continues to contribute to national defense and aviation excellence as the Air Resolution Chair for the National Guard Association of the United States (NGAUS). He is also a full-time flight instructor, holding all FAA Certified Flight Instructor ratings.

Cec’s leadership roles have spanned local, state, and national levels. He served as the Assistant Adjutant General (ATAG) of Wyoming, overseeing high-level coordination and operations for the Wyoming Air National Guard. He also served as Chief of Staff of the Wyoming Air National Guard and was dual-hatted as the Assistant to the Commander of the 18th Air Force at Scott Air Force Base—the headquarters of Air Mobility Command (AMC).

Throughout his career, Cec chaired several influential national councils, including the Air Directorate Field Advisory Council, the C-130 Weapons System Council, and the C-130 Operations Group Council. He also served as a FEMA liaison during multiple major disaster response efforts—including Hurricane Katrina—where he played a pivotal role in coordinating military air support for civil emergency operations.

A pioneer in tactical aviation, Cec introduced the use of Night Vision Goggles (NVGs) to C-130 operations in 1994, dramatically expanding the aircraft’s mission capability. He has extensive experience in low-altitude airdrop and aerial firefighting missions conducted in both day and night environments.

Cec’s flight record includes more than 10,000 hours in the C-130, with over 2,000 hours in combat. His squadron was the first to employ NVG capabilities in combat, leading operational missions during Operation Enduring Freedom in Afghanistan.

Widely regarded as an innovative, mission-focused leader, Cec’s strategic vision and operational expertise have left a profound and lasting impact on military aviation.

SMSgt Troy Firzlaff MBA, USAF (ret.) - Director of Operations

Troy is a seasoned USAF veteran and Certified Project Manager with more than 30 years of expertise in aerial delivery and defense program management. His distinguished military career includes service as an Evaluator and Instructor, C-17 Loadmaster, and MAJCOM Exercise Coordinator. He brings extensive hands-on experience across Combat Airdrop, Test and Evaluation, Program Management, Project Development, and has served as an Airdrop Malfunction Review Officer.

Troy led the Joint Base Self-Inspection Program and oversaw numerous emergency management and readiness exercises. He played a pivotal role in multiple major MAJCOM-level acquisition and test programs as a Test Manager, contributing to efforts such as the High-Speed/Extracted CDS, the U.S. Army’s T-11 Paratrooper Chute Transition, the Improved Container Delivery System (ICDS), Dropsonde 3.0, the Joint Precision Aerial Delivery System (JPADS) 2K/4K/10K, and the Wireless Gate Release System (WGRS).

In addition to his extensive USAF test and evaluation background, Troy is a key contributor to the Research, Development, Test & Evaluation (RDT&E) efforts. His operational expertise, technical insight, and program management skillset play a critical role in advancing system reliability, validation, and mission readiness across the PCADS-HALO test enterprise.

Ty Bonnar - Director of Production

Ty Bonnar PCADS Inventor

Ty has dedicated his career to fabricating advanced solutions for both military and commercial applications.

With more than two decades of experience leading production and development efforts for the PCADS program—and working closely with engineering teams from Boeing and the U.S. Air Force—Ty has played a central role in advancing the system from concept to operational capability. His deep technical background and hands-on leadership have been instrumental in ensuring the precision, reliability, and repeatability of all production processes.

As the Director of Production, Ty oversees the full lifecycle of PCADS fabrication, integration, and quality assurance. He has built and leads a highly skilled team responsible for maintaining production standards, executing complex builds, and supporting training for end-user groups.

Ty’s contributions also carry a special legacy: three generations of the Bonnar family have worked on the PCADS program, reflecting a long-standing commitment to innovation, craftsmanship, and mission success. This heritage continues to shape the values and dedication he brings to the role each day.

MSgt Marc Martindale, USAF (ret.) - Special Projects & Training Director

Marc is a highly experienced and accomplished member of the Saint Industries team, bringing deep technical expertise and operational insight to every project. A retired USAF C-130 Loadmaster with 22 years of service, Marc’s background spans combat airdrop, test and evaluation, joint airdrop inspection, program management, and interagency liaison work.

Throughout his career, Marc has managed and chaired numerous high-visibility Department of Defense programs, working closely with multiple military branches, civilian organizations, and federal agencies. He has authored test plans, operational procedures, and technical documentation, and has overseen complex initiatives including rail-car impact testing and ammunition rigging design.

Marc is also pivotal to the Research, Development, Test & Evaluation (RDT&E), where his operational perspective and test expertise directly shape system development, reliability, and mission readiness.
